Booting default IOS via TFTP

Hi,

I have question regarding booting the default IOS via TFTP. The router
R3 needs to boot his IOS from R4.

R3 --- fastethernet--- R4

 Configuration Summary
enabled are:
load rom after netboot fails
console baud: 9600
boot: image specified by the boot system commands
      or default to: cisco2-C3600

config register set to : 0x2102

When I reset router3 it is not attempting to load an IOS via TFTP.
I've sniffed the connection between both routers and R3 is not even
sending DHCP or BOOTP requests to obtain IP info. Can any body tell me
what is going wrong here.
