OK, so I try and apply the access list to interface 13
and it works great!

Then...mysteriously...every other ethernet link loses it's connection, even
though I only applied the access-list to interface 13. Any ideas?

p.s. the links still show up/up, but they will allow no traffic through,
it's like the access-list is applied to every interface
