BGP Dampening

If the task says:

"configure bgp to suppress the route if the penalty reaches 3000"

Would you configure the suppress limit to 3000 or 2999.

I am asking because this:

As I see it, it would not make any difference on the network result, because of when a route flap the value would probably not cross the boundary 2999-3000; but I am wondering how an automatic correction would consider it.
