In regards to Fault Management for Cisco devices, I have not seen
anything better out there so far than Device Fault Manager found in
the CiscoWorks LMS 2.5 bundle.
This product monitors your Cisco devices and attempts to alert you
about impending failures as opposed to just notifying you "postmortem"
as other products do. It is able to do this thanks to a Cisco-created
"codebook" inside the application that contains thresholds of
acceptable values for the various MIB variables.
LMS 2.5 features other applications you might really need including
the Internetwork Performance Monitor. This application allows you to
do sophisticated metric testing of your network from a performance
perspective.
