this trouble occured when I worked with multicast on c2600-jk9s-mz.122-21a
several months ago.
After upgrading the IOS to 12.3, I did not see this bug anymore. So it's
really a BUG!

here is my note.
I use PIM spare-mode w/o auto-rp listener but the result is that PIM clients
know their RP through dense-mode

(*, 224.0.1.39), 00:05:12/00:02:59, RP 0.0.0.0, flags: D

  Incoming interface: Null, RPF nbr 0.0.0.0

  Outgoing interface list:

    Serial0/0, Forward/Sparse, 00:05:12/00:00:00

  Outgoing interface list:

Sparse-mode interfaces are added to the table only when periodic Join messages
are received from downstream routers, or when there is a directly connected
member on the interface. When forwarding from a LAN, sparse-mode operation
occurs if there is an RP known for the group. If so, the packets are
encapsulated and sent toward the RP. When no RP is known, the packet is
flooded in a dense-mode fashion. If the multicast traffic from a specific
source is sufficient, the receiver's first-hop router may send joins toward
the source to build a source-based distribution tree.
