Multilink PPP over frame relay versus Multilink Frame Relay

If I am requested to bundle frame links together and balance across the two,
and assuming no authentication, compression or reliability is required, then
which configuration option would be correct

MLPPP over FR or Multilink Frame Relay (FRF.16)

Any thoughts?
