frame-relay traffice shaping vs cbwfq style

ok, i'm a bit perplexed and i'm pretty sure that there is no right or wrong
answer here but i thought i would at least ask...........
let's say you want to guarantee 512mb's of rtp traffic on a frame relay
circuit.......is there really any difference between

map-class frame-relay frts
frame ip rtp pri 16384 16383 515

AND

map-class frame-relay frts
  service policy out rtp

classs-map match-all rtp
  match pro rtp
  (or match ip rtp pri 16384 16383)

policy-map rtp
  class rtp
     priority 512

are they both technically doing the same thing? is one method preferable to
the other?
when you "match pro rtp", does that automatically match the range of ports
16384 - 32767??
