Actually, you are not correct.
My CCIE written in 2003 renewed my CCNP cert at that time.
This has been going on much longer than October 2004.
My CCNP was renewed again when I took my CCIE recert written this year.

Not correct.
CCIE written started recertifying other Cisco certifications in
October 2004. If you took your written before October 2004 your CCNP
has not been recertified. You will have to take it again to recert
your NP.
