I can see 2 potential solutions to this problem.
First one is to have 2 laptops with IP Communicators registered in different
partitions for testing. And you can play with different partition
assignments to test dial plan.
Second is an application that I believe Berbee (one of Cisco Gold Partners)
wrote. It allows you to remotely control an IP phone. You would have to buy
it from them.
