On LAN media (Ethernet/FE/GE) - depending on platform - You can use:

1) VLAN map with MAC extended access-list matching on lsap 0xFE
2) MAC extended access-list matching on well-known ISIS multicast MAC addresses (exercise left to the reader).

AFAIK, there is no way of filtering CLNS/ISIS on PPP/Frame Relay/HDLC interfaces UNLESS You play with mtu/ip mtu/hello padding to prevent ISIS Hellos from being recognised, see http://www.cisco.com/en/US/tech/tk365/technologies_tech_note09186a00801e1e2b.shtml
Ignoring ISIS Hellos due to MTU mismatch breaks the ISIS adjacency/ISIS adjacency does not form.
