I don't know the answer to your question, but I used to scalability
testing of the AIM cards for AT&T. You need to use a SmartBits packet
generator to test the functionality based on your ISAKMP policy. The
published numbers are relatively worthless, but you have to make sure that
the testing generates lots of flows. You will get horrendous performance if
there's only one flow testing the hardware cards. I know this didn't answer
your question, but maybe it will help you evaluate the replies you do
receive.
