You can risk swapping the flash and RAM chips from one of the working 2500s (try the Backbones), just to see if the problem is memory related.

Subject: Fw: Weird Console Port Problem with 2501 and 2503 and Suggestions?
Good morning:
The problem is that two of my 2500's have stopped allowing console port
access. This is the problem:
- The terminal screen shows the boot sequence when the console port is
connected
- The router provides the "Press RETURN to get started!" but the router
does
not respond to the return key.
I have:
- Pulled the memory
- Pulled the flash
- Tried the CTRL-Break and was able to reach > but no other key stroke was
accepted.
- This is on two 2500's one 2503 and one 2501. The rest of the 2500's are
playing well together, (used for BBx routers.
What does come up:

cisco 2500 (68030) processor (revision A) with 1020K/1024K bytes of memory.
Processor board serial number 01464422 with hardware revision 00000000
X.25 software, Version 2.0, NET2, BFE and GOSIP compliant.
ISDN software, Version 1.0.
1 Ethernet/IEEE 802.3 interface.
2 Serial network interfaces.
1 ISDN Basic Rate interface.
32K bytes of non-volatile configuration memory.
Press RETURN to get started!
AT THIS POINT THE ROUTER DOES NOT RESPOND. The Ethernet port does show
activity with the switch, the Serial ports seem to work, just no access via
console. Any suggestions?
