NTP Redundancy

Suppose R1 ntp server is BB1 and R2 ntp server is BB2.
If connectivity with BB1 and BB2 is lost, R1 should get network time from R2 and R2 should get network time from R1.

To do so:

R1
ntp server BB1-IP
ntp peer R2-IP

Supposing R1 and R2 loose connectivity with their respective time source, they will not peer with each other, unless they consider themselves as master (whith ntp master x). Do you agree?

It would be:

R2
ntp server BB2-IP
ntp peer R1-IP
ntp master 5

R1
ntp server BB1-IP
ntp peer R2-IP
ntp master 5
