Per CCO, the IP address of command "set ip next-hope address1 addres2" must
be an adjacent router, which I translate that next-hop router should be
directly connected.
So I am guessing the reason that your config of "set ip next-hope address1
addres2" didn't work may be that next-hop-router was not directly connected.
So maybe, you can put a static route for next-hop router toward interface,
which will make router believe next-hop router is directly connected... Well
you also said "EVEN IF ADDRESS1 GETS UNREACHEBLE all routers continue to
have this address as next-hop marked with unaccessible" so I don't think my
suggestion is the case for you...

specific cust; one over directly connected link ,and the other one
ebgp multihop to the `new-next-hop router `` with higher LP
This is not bad idea but however it is not flexible
I would like to be able to play with the traffic from multiple
customers using below specified filter list 33
