Because many network types are passive in nature (e.g. just connect 'em and
they're ready to go). Other network types require a controlling device in
order to function properly. Frame Relay is a good example of this, but we
have "workarounds" within IOS to avoid the problem.
ISDN is another example, but one in which a workaround (switch emulation) is
not provided in IOS. Certain versions of IOS do have some (limited)
capabilities, but last I checked, this was not a mainstream feature. Your
ISDN switch will controll all dial-plan stuff, and link setup (TEI) and
other fun things like that. A normal serial line, T1 or ethernet do not
require a master device like that.

But, Can you explain why the T1 can meanwhile BRI can not? Based on what I
can know, the HDLC, the Ethernet, the T1 can be used by crossover. Anything
else?
Why not ATM can be simulated by a multi-interface router as FR, since the
two are both NBMA?

You will need a ISDN emulator for that connection...:)
