Based on the below explanation, I guess silent mode makes channel-port to be
up regardless of Pagp negotiation process as it is intended for
non-pagp-capable devices. On the other hand, non-silent mode makes
channel-port only to be up after successful papg negotiation.
So non-silent is needed between two cats if requirement is to bring up
ether-channel only after successful negotiation?
Something like this?
Cat 1
interface range FastEthernet0/23 - 24
channel-group 1 mode desirable non-silent
Cat 2
interface range FastEthernet0/23 - 24
channel-group 1 mode desirable non-silent

The silent mode is intended for connections to servers or packet
analyzers, it allows you to attach the interface to a channel group and
use the interface for transmission. non-silent mode is for when you're
connected to another pagp-capable switch..
