That has seemed to do the trick. I added the dialer string to R5 and also
found that I had to add
dialer-list 1 protocol ip deny
Once configured all worked. Thanks for the tips on this

Without using authentication, having the wrong name won't necessarily
prevent the line from dialing.
With older IOS versions, you could leave the number off the dialer map, in
order to prevent that side from dialing.
In the newer IOS versions, you will receive encapsulation failures, and in
some versions, the router will not let you enter the dialer map command
without a number.
Other options for one side to not dial:
1. Use a 'deny any' dialer list
2. Omit the dialer group on the interface
3. Use dialer profiles and omit the dialer string

If I ping from Frame_R4 then the ISDN line is brought up but no response to
the pings. If I debug IP packet on R5 I notice that I have an encapsulation

As you can see it is showing an encapsulation failure, however the map looks
fine and the config is exactly as dictated within the solution guide of the
Internetwork expert solution guide
