In normal case without any metric manipulation, it is a receiving router
that puts the route into routing table with metric increase( hop count) by
1. But both sender and receiver can modify metrics using offset-list in or
out.

Can anybody tell for sure when the RIP metric is incremented by 1?
Is it the sender or the receiver?
Some documents say the metric is incremented by a sender when the route
exits an interface.
But my experiment indicates that the receiver increments the metric
before it processes the route.
