Per CCO, spanning-tree vlan forward-time is the duration each state last.
Since there are two states of listening and learning to go to forward.
I would say 7 second so that 7 sec of listen and 7 sec of learning.

forward-time seconds
 Set the forward-delay time for the specified spanning-tree instance. The
forwarding time determines how long each of the listening and learning
states last before the interface begins forwarding. The range is 4 to 30
seconds.

if a question asks to configure a particular port to goto a forwarding in
say
14 seconds and to go through all states, how would you configure the
spanning
tree forward delay time?

Shoud it be set to 14 seconds or perhaps 7 seconds as it has to go through
the
listening and learning states?
