Hi Dillon,
Take a look at the EIGRP commands on the doc cd at this link:
this specifically states the use of the neighbor statement under EIGRP and
the effects of using passive-interface with EIGRP. I believe this is the
difference that Scott may have been talking about (the difference in using
passive-interface with EIGRP, compared to the other routing protocols).
If I'm incorrect, then Scott can clarify further. :-)
