Simon,

Try running the debug on a router that is forwarding multicast packets -
bringing them in one interface and sending them to another. The router that
pings to the multicast address (the source) does not need any multicast
configuration, and could as easily be a PC. Apparently debug ip mpacket does
not find that interesting!
