Blocking LSP in IS-IS

Hi all,
I'm doing lab with blocking LSP in IS-IS. When configuring blocking
LSP out of an interface, all LSP will not be flooded out ot that
interface but when that LSP expired or I reset ISIS on another router,
that LSP will be flooded (the same for "mesh group"). I don't
understand it much. Can you explain the reason?
