I agree with you - that's a better way to think of this issue.
For many of us, I suspect it's clear what an exec session is. So, then the
question can be further simplified to, "What exactly is an incoming
session?"
And, how is an incoming session different from an exec session?
And, just to round it out, what role does reverse telnet have in regards to
incoming sessions?
I think what would help most is an example.
I tried to generate an incoming banner in the following way but didn't
succeed.
INTERNET ------> R1 --> R2
R1 is a terminal server and is connected to the console port of R2.
On R2 I configured both an exec banner, a MOTD banner and an incoming
banner.
1st, I telneted to R1. From R1 I reversed telneted to R2.
Once connected to R2, I 1st saw the MOTD, then I logged in and saw the exec
banner, but at no time did the incoming banner appear.
So, what do I need to do to see an incoming banner?

I would see all exec sessions as incoming sessions but not all incoming
sessions exec sessions (eg modem connections)
but im sure someone will think of an exec session which in not incoming (!)

The real question is What's the difference between banner-exec and
banner-incoming?
If you look at the command reference for both these commands you'll see that
the explanation is nearly impossible to decipher - at least for me and other
mere mortals.

I think the diference is that:
Banner-exec is in global config mode and can't be turn off on a specific
line.
Exec-banner is on by default, if you turn it off, the MOTD is also be
disable.
But you can configure to turn off exec banner on specific line.
