If you use an ACL on the access-class, it should work...
line vty 0 4
access-class 99 out
exec-timeout 15 0
length 0
transport preferred none
transport input telnet
transport output none
access-list 99 deny any log
Router# telnet x.x.x.x
% telnet connections not permitted from this terminal
