Hi Joshua,
No offense, but I want to point out something.
I think it's not fair to say "from mostly the asian contries".
They have a lot of competition for job market, especially for entry levels.
Because of strong desire for education by their parents,
a lot of people graduated from college with the degree,
but they couldn't find the job after graduation.
Society is a kind of over-crowded, so in order to get the job,
a lot of people are trying to have something special to be attracted
by the company.
So compared to whole number of people out there, I think very few people
decided to cheat the exam to have certification.
I'm from Korea, but in Korea, Having CCIE doesn't mean you will be
Network GOD.
Still you should have right experiences to be hired by the good company.
I know there are a lot of good people out there trying to get certified
by studying hard.
I think it's not fair saying "from mostly the asian countries" statement
for whom study hard from those area.
It might give some impression about racial discrimination for some people.
If we consider the population, the rate of occurence/happening of
cheating will be similar to everywhere else or even lower than other areas.
