I think you have to set the CIR = what FR provider is commited to
passing (like the minCIR in typically cases where you try to get as
much as possible and adjust based on becns).

If you have to use adaptative using becns/fecns, then it is possible
some of the frames could have been dropped in the cloud and so you are
not guaranteeing it.
