Output queue and tx-ring

Hi,

I'm reading "Inside Cisco IOS architecture" at the moment and had a query regarding the interface output queue. In Chapter 3 of the book (Shared Memory Routers) it mentions that packets that are process switched are placed on the output queue for the interface, whereas packets that are fast (or CEF) switched are placed directly on the trasnmit ring of the output interface (if the output queue is empty)

Why can't process switched packets be placed directly on the transmit ring ? Why do they have to be put into the output queue ?
