Qos-group is simply an internal "Post It" note... It's used when you have
multiple inbound and outbound policies going on.

If you want to mark certain inbound traffic from 'x' ports with whatever
criteria as a specific group name, but later on wanted to do something with
it, it's just an easier way to mark things.

That way your outbound class-maps don't have 18 million things to match
within. They will just match qos-group 1. (or whatever)
