RT4 would perform load balancing to RT1 and RT2 because they are equidistant
to RT4.

RT2 is connected to RT1 over serial link.
RT2 is on area 49.0002
RT1 is on area 49.0001

Now adds routers RT3 and RT4. Both are on the same area of RT2, 49.0002;
RT3 is L1L2 and RT4 are L1.

RT4 receives the ATT bit from RT2 and RT3. Show isis topology on RT4 shows
the same metric to RT2 and RT3. What router does RT4 use to forward traffic
to other area?
