You want to avoid running up CCM in any version on a full load of
Microsoft Windows server. It is best to drop the CCM application onto a
Cisco built Microsoft server platform. The Cisco build of Microsoft is
a stripped down version, but it has everything that you need for CCM to
run on it. I have not seen a 2003 Cisco Windows server load yet, but
that does not mean there isn't one, I just have not been looking for it.
Up front there is no reason in theory why it wouldn't run on it, but if
this is to be for a production network, I would highly recommend against
it as it may have underlying issues that will conflict with the CCM
load.
