There is a exec-time out which would prevent you to telnet.
Once you exit the connection,the line might not be exactly clearly,due to exec-time out.So if you are unable to connect,then login to the TS and clear the particular line,

sh line command should show which lines are occupied and if you find a small asterik near the left end corner of the output,near the line number,then that line is occupied, and you need to clear that line.,
