Re-Read the scenario.
You cannot configure R6 as NTP server of R3 and on other side configure R3 to be NTP server for R6. Because of stratum, NTP server/Client relationship is one way!
The only way I know for this is peering.

I have two questions on this.
on R3 router Why should R6 be used as a peer, why can't we use NTP Server
command twice one towards BB3 with prefer keyword and other one towards R6.
If we have to use peer statement for some reason, why is it not configured
on R6.
