Regardless of the MTU issues.

From my production experience it works with enabled CEF.
The only situation when we needed to disable CEF is spoke-to-spoke via hub
routing.
CEF needed to be disabled on hub.

Also I believe that it is related to particular IOS version.
There's probably a situation when you need to disable CEF in order to make
it work with simple configuration.
