I'm sorry.
I forgot for a moment that it actually uses queues and does not measure
amount of bandwidth.

It finally makes sense to me.

Let me just double check this.

If bandwidth on interface set not correctly the bandwidth allocation for a
class may not be proper.
Let's say if we have 512K CIR and need to allocate 256K for a class, the
queue for this class will be 50% of MQC queue.
But if we forgot to set CIR - the class queue will be about 17% only.

Does it make sense?
