I would hope that the wording of the requirement would steer you in one
direction or another. When in doubt, ask the proctor. I would be very
careful about making assumptions regarding a host's capabilities.

As always, the exact wording of the scenario can make the difference. Even
if they were to directly state not to use HSRP, it doesn't mean that there
wouldn't be other options (like VRRP).

Given the difference in funtionality between these 2 methods, is it your
opinion that in the lab,

if all that is specified is the need for redundancy, we should be bias
towards using hsrp?
