You can use the "dialer reserved-links" command for controlling incoming and
outgoing connections. This commando will prevent a call setup and refuse the
call at the D-channel. This saves money because ther is no call setup, it
will save resources on the router as well. The syntax is:
 
dialer reserved-links {dialin-link | dialout-link}
 
You can you a 0 at the dialin-link parameters and no dialin will be
possible. Use the debug dialer command to see how the router reacts with
this command,

Is there any command for "interface bri x" or "interface dialer x" to

make only call out, but it doesn't accept incoming call?
