In your config:

> router isis
> distance 255 0.0.0.0 255.255.255.255 default_route

Your wildcard mask 255.255.255.255 matches all routes, not just the default route. Also, in your second set of configurations, try defining "access-list 1 permit 0.0.0.0 255.255.255.255" and see what happens.
