Reading Wendell for the third time I saw it does use the new way. Just take the percentage you want and expects the IOS to compensate the packet size differences. For example:

smtp should have 2/3 of the bandwidth.

Specify a total byte count, say 7500.
2/3 of 7500 is 5000, so it will be the byte count of smtp
the rest of it (7500-5000) will bhe the byte count of the default queue.

Using the old method (divide the bandwidth by the packet size, normalize...) still works; just it is not necessary as before anymore (12.1 and more).
