dlsw netbios restriction

i have a lab that has 2 routers using dlsw

R1--------------------------------------------R2

using tcp encapsulation between. the requirements are that r2 tells r1 that
it will not initiate netbios sessions, but you are not allowed to use an
access-list to fullfill the requirement. so much for an lsap-out-put-list.
how could you solve this problem?
