That's using an ACL to control SNMP, not using SNMP to control an ACL.
You would need a read/write community and the appropriate MIBs for the
ACL in order to configure an ACL using SNMP, if it is even possible
(haven't tried it).
If there is a specific practice scenario question, perhaps it was indeed
regarding using an ACL to set SNMP access.
