You shouldn't use adaptive shaping with VoIP. Don't exceed CIR and
set mincir to cir, also. If your telco has enough bandwidth to
satisfy CIR you are subscribed to, you will not receive BECN and so
there is no need to lower transmission rate below what telco committed
to provide you. Regarding VoIP, it better to drop a frame than buffer it
and transmit it later (because you lowered transmission rate as a response
to BECN). It is useless if received too late, anyway.
