No-export will go to sub-confed peers
Local-as will go to all ibgp peers (really, the same AS, NOT confed peers)
No-advertise will go to one-hop only

what is the functional difference between the local-as and no-export
community attributes? is the local-as used for sub-as's rather than just
one as? they both only advertise to ibgp peers or am i wrong about that?
