Yes these lists are different, but not for the reasons that have been
discussed. The first syntax is not valid. The LEN must be less than
the GE value, which must be less than or equal to the LE value.

Rack12R1(config)#ip prefix-list ONE permit 100.100.100.0/24 ge 24 le 24
% Invalid prefix range for 100.100.100.0/24, make sure: len < ge-value
<= le-value
