WHY?

Does not the router test to see if these addresses are already assigned
before issuing addresses?

Or are you configuring this for neatness?

I can only assume that you configure these exclude addresses if the devices
mentioned are going to
be reserved for future use and have never been on the network before.

I agree, that there should be additional dhcp excluded address:
Ip dhcp excluded address 160.10.22.100 160.10.22.101 for the dns
servers.
Host 160.10.22.253 will provide the database information and according
to the documentation is not excluded in the example, although I haven't
verified this configuration.

On Cisco practice lab 4 DHCP configuration (page 257).

DHCP should be configured with,
-network 160.10.22.0 255.255.255.0
-dns server 160.10.22.100 160.10.22.101
-default-router 160.10.22.3 160.10.22.5

ip dhcp database ftp://user@password@160.10.22.253/route-dhcp
write-delay 240
ip dhcp exlcuded-address 160.10.22.3 160.10.22.6

So with the above solution excluding addresses are
160.10.22.3
160.10.22.4
160.10.22.5
160.10.22.6

Should we also exclude,
-database/ftp server ip addess (160.10.22.253)
-dns-server ip addresses (160.10.22.100 160.10.22.101)
Because we expect those are already there and should not allocate to
new clients ?????????????
