Steve,
Here is how u can do it ( i am making the presumtion that Adjacenies need
not be formed).
The Q is asking to advertise the netowrk for others to know about it but
not have any EIGRP hello's on that interface.
1. Put network statement for E0 and use distribute-list to filter the
packets on E0
2. Use redistribute connected and use distribute-list to filter the
packets on E0.
