Three easy steps:

1. Always routemap filter all redistributions
2. Explicitly permit ONLY the specific routes that are required
3. Explicitly permit only the EXACT required route/prefix, don't use
tags (or whatever) unless it is a requirement

You wind up with long, detailed routemaps and access lists, but you'll
never loop.
