Any advice on where to use "frame-relay ip rtp header-compression"?
This Cisco example use it on the physical interface.

================
from Cisco
interface Serial0/0
 bandwidth 128
 no ip address
 encapsulation frame-relay
 no fair-queue
frame-relay traffic-shaping
 frame-relay ip rtp header-compression

!--- Turns on traffic shaping and cRTP. If traffic-shaping is not
!--- enabled, then map-class does not start and FRF.12 and LLQ will
!--- not work.

!
interface Serial0/0.1 point-to-point
 bandwidth 128
 ip address 192.168.10.2 255.255.255.252
 frame-relay interface-dlci 300
  class VOIPovFR
