Single sided ISDN call

Hi Group
 
The below config is meant to allow only R1 to dial R6, but R6 will never
dial R1. So I have I only configured dialer-group on R1 Bri0
Now, when I ping R6 bri0, the line goes up and debug shows it connected,
but I do not get echo replies. I cant establish any IGP adjacency
either.
 
The only way for me to be able to ping across is when I configure
dialer-group on R6 also.
 
Could this be a fault in my SIM ? or am I missing the obvious ?
