Hi John,
 
In the first case if you are running ospf, you have to change metric(cost, ip ospf cost xxx), not AD(AD is compared for different routing protocols).
In the second case, if you are running isis on T1 and ospf over isdn(assuming you are advertising loopbacks of both routers in isis and ospf), ospf is preferred because ospf has lower AD(110) than isis(115).
