IPExpert 40 - Frame QoS

Hello,

I've downloaded the free sample IP Expert R&S Proctor Guide for lab 40:

I may be missing some of the info since I don't have the lab tasks (but only
the free sample), but I'm wondering how on page 563 (or pdf page 17) of the
Proctor Guide - how are the Frame QoS stats are figured? The document
states SP Cir=0, the port speed=256K, burst and excess burst are both 64K
and that Tc=.01ms.

Specifically, how is the CIR of 64000 realized? At the top of the 2nd page
on the task (pdf. page 18), the document mentions the CIR will be 64000 but
I'm unsure how that was realized with only the info above. Again, since I
don't have the lab in front of me, I may be missing some information.
